As a team member representing Inland Valley Development Agency (IVDA), HKA participated in the project scoping and RFP preparation with San Bernardino County Transit Authority (SBCTA) and the City of San Bernardino. Through these meetings, the objectives and study procedures were identified. SANBAG desired a truck component to be added to the model for evaluation of the alternatives to the Tippecanoe /I-10 and other freeway corridor interchanges.

After assisting in the RFP scope of work, HKA participated in all project team meetings with SBCTA’s consultant and the City of San Bernardino. These meetings consisted of providing input to the street network model, identifying future and potential development at the former base, and providing input into the analysis. The final outcome of this model was truck volumes converted to passenger car equivalents to be added to the I-10, I-215, and State Route 210 freeways.

Part of HKA’s role was to ensure that all street networks were properly identified, that project traffic volumes were computed correctly, and that the distribution was spread throughout the network to achieve an accurate picture of IVDA’s true share of the traffic increase.
